A visual indicator for unrest in villages. I think that it would be a good idea, just to make the villagers feel more alive

agree, they dont need strait up rebels as a way to say 'i dont like this policy/law/ruler'. sth inbtw would fit.
@boris how'd protests and riots offend ppl? they can make it optional like other world laws. or choose not to play. simple.
