Crime
Create some kind of criminal system, allowing members of settlement to sabotage the functionality of the settlement, and increase the crime level. Some kind of enforcers or police could be used to reduce crime, and special buildings like a court or prison could be produced to further suppress it.
If crime gets too high, then the village may be badly damaged, or a new kingdom might break off from it.

Maybe not so much of prison but more of dungeons that could be within the castle. Which is also why I think a castle would be a nice touch. They could be placed in the capitals and have dungeons in them to put these prisoners -

IoanMedieval Anglo Saxons in England used reeves and shire reeves as a sheriff function, also Tithings for group watch, prisons not popular medieval as high costs but fines and punishments could be added and depend on culture, status of victim or severity of crime

MoonracerYou could add bandit hideouts that spawn outside the boarders of kingdoms with high wealth/low happiness. These would spawn bandits. Maybe make these hideouts not detectable by default, so only certain NPCs can find them (soldiers within X floor tiles?)
The same could be done with pirate coves(docks) if those are added. -

Firtree90We kind of have bandits already. Police is a good idea but mostly as a comstant garison to village so it doesn't get overtaken so easly.

CameronDepending on what type of kingdom it is ( Diplomat, Militarist etc) they're tighter on punishment. Eg in a diplomat they only get sent to prison while in militariast they get executed

3duI just saw a suggestion that suggested trade routes over land and this could go well with it! Robbers could rob the traders, the more they rob the more reputation they get and with that comes a higher chance to get caught. Depending on their intelligence they can go longer without being caught?
